You're probably using an AppleDesign keyboard. Try a different keyboard
for now.
This can happen intermittently with some other keyboards, too. In that
case, just live with it.
If this happens on a NuBus Mac, you can also drop back to a version of
the Mach Kernel from before the PCI update.
