Installing GTK+step
You can not install GTK+step the way you install most GNOME/GTK+ themes -- it is a special type of theme known as a theme engine.

You must first compile the source code (you can do this by simply downloading the lastest source RPM (SRPM) from the GTK+step website and using the rpm --rebuild gtkstep*.src.rpm. Your result will appear in /usr/src/RedHat/RPMS/ppc/. cd to there. rpm -ivh gtkstep*ppc.rpm.

That should be all that you will need to get it to work.

PS: Also, the Ice, Notif, and Windoze themes are like that.
