What do the uppercase and lowercase letters mean in RPM releases?
Do we still use the "UPPERCASE" letter designation for shared library installs, and "lowercase" for static libraries?

No, the uppercase/lowercase designations have changed meanings as of DR3. The uppercase rpms now mean that the packages were built with gcc-2.7 while the lowercase rpms were built with egcs-1.0. In both cases, the packages provide shared libraries.

This pratice is followed in both the Apple MkLinux RPM archive and the LinuxPPC RPM archive.
