Can a user shut down the machine if they are not root?
As of the last update, control-shift-power will do an orderly shutdown
of the machine. Also, control-scroll-lock and shift-scroll-lock can be
used to give some machine status information.

If you want users to be able to shut down the machine remotely (whatever
for?!) try checking out the 'sudo' package.
